INTRO
Robert has represented skilled nursing facilities, assisted living facilities and other senior housing providers throughout California with a wide range of healthcare reimbursement and payment issues. His practice is primarily devoted to Medi-Cal eligibility and reimbursement issues. Robert regularly participates in administrative hearings, representing long-term care providers and their residents. Robert has extensive experience in navigating the complex Medi-Cal eligibility process.
LEADERSHIP, MEMBERSHIP & HONORS
Over the years, Robert has accumulated an extensive library of formal and informal agency rulings and guidelines not generally available, which are critical to interpreting complex provisions of the laws and regulations governing Medi-Cal. Robert provides client and industry education on Medi-Cal eligibility and appeals procedures, including presentations for the Orange County Chapter of California Association of Health Facilities (CAHF). He also serves on the GR Payment Subcommittee for CAHF.
EDUCATION & EXPERTISE
Robert received his bachelor’s degree from Arizona State University and graduated from Loyola Law School in Los Angeles in 2003. While attending Loyola, Robert clerked with the Firm and the Legal Aid Foundation of Orange County. He is admitted to practice in the U.S. District Court for the Central District of California and the U.S. Supreme Court.
