The Firm and Who We Are
Gary Sanders founded the Firm in 1988. Rita Rehaste joined the Firm in 1990 and became a partner in 1996. The Firm is now known as Sanders Rehaste Sternshein & Harvey, LLP. The Firm is a boutique healthcare transactions and collections reimbursement law firm, providing clients with quality legal services at reasonable prices. The Firm’s client base and staff have grown significantly since 1988, but our small firm service remains constant.


Ownership and Management

The Firm represents owners and operators of health care companies in the continuum of post-acute care.  This includes skilled nursing, assisted living, home health, hospice, intermediate care facilities and related entities in the profit and non-profit sectors.

Transactions Department

The Transactions Department handles real property and business transactions from letter of intent to closing and financing transactions with a variety of institutional lenders, including HUD. The Transactions Department also prepares and reviews management agreements, leases, UPL and other contracts on behalf of healthcare providers.

Licensing & Certification

Our attorneys and paralegals assist clients in licensing and certification issues across the continuum of post-acute care.  Our representation includes CHOWS, de novo licenses, initial Medicare and Medicaid certifications, revalidation, provider enrollment updates and managed care credentialing.  While our practice focuses on California, our experienced team has developed relationships with health departments in the Western United States and works closely with national fiscal intermediaries and CMS.

Collections & Reimbursement Department

The Firm’s Collections and Reimbursement Department assists clients with reimbursement issues that arise in the daily operation of their facilities. The Firm assists clients in recovering accounts receivables from Medi-Cal, Medicare, private insurance, managed care and private pay accounts.

Eligibility & Appeals

The Firm has extensive experience related to Medi-Cal long term care eligibility, including numerous administrative appeals. Because our attorneys have been actively involved in Medi-Cal eligibility and appeals for over two decades, we have acquired an extensive library of formal and informal agency rulings and guidelines which are not generally available. These resources are critical to interpreting complex provisions of the laws and regulations governing Medi-Cal.

Robert Harvey and Jennifer Sternshein joined the Firm in 2003 and became partners in 2014.
